The only reason is because the Democrats aren’t going to cheat. They are rewarding their Republican friends for allowing them to get rid of Trump.
To steal a presidential election they only needed to focus on five areas: Philly, Atlanta, Detroit, Phoenix and Wisconsin.
to steal the House they need to look at 30-40 individual races. Much tougher task.
I can’t imagine the Democrats trading the Presidency for control of Congress. They want it all

They don't care what they have to put the country through to win power.
If they did make promises to RINOs about allowing them to win in 2022 if they turned a blind eye to cheating Trump, then they will not keep those promises. After all, what will RINOs do if they don't keep their promises? Expose them? How are they going to do that without implicating themselves?
