I’m sort of familiar with the story. I think it had everything to do with a typical case of police officers being allowed to open fire on a suspect trying to flee in their car.
The rationale is that the police are in fear for their lives as they are afraid the suspect is trying to run them over. That excuse hardly holds water when the suspect is 50 yards away from the cops and is traveling in the opposite direction with no chance of hitting the cops unless they were to turn around.
No matter. Courts have routinely allowed cops to shoot fleeing suspects in this manner.

He had his hands upon the wheel, but his foot was on the trigger...metaphorically speaking. The vehicle is just as dangerous, and maybe more than a semi-automatic assault weapon. He died, I would infer from the event, that the world is a little bit better place now.
