County LEOs are fine. But every state should have an elite LE arm of exceptional personnel granted extreme latitude.
Imagine what Michigan's Whitmer or California's Newsome could accomplish with THAT tool!
"Extreme latitude" also means the latitude to not respond, or to even prevent others from responding. LEOs answer to the executive branch, by both design and definition. The construct you are asking for is exactly what the FBI was supposed to be.

That all depends on who is running the show — libs or conservatives. It would work for FL, but in CA ... not so much.
