OKLAHOMA CITY (AP) — Before he became a leading voice for conservative causes on Capitol Hill, U.S. Senator James Lankford spent more than a decade as the director of youth programming at the Falls Creek Baptist Conference Center, a sprawling campground about 80 miles south of Oklahoma City that attracts more than 50,000 campers in grades six through 12 each year.
I must admit that for years I thought that Lankford was a good guy.
There are always three answers to any yes/no question: yes, no, and the context of your question is too narrow to contain the answer.
Are you still beating your wife?
Can a 13-year-old girl consent to sex?
If he was stupid enough to give a yes/no answer to that question he’s too stupid to be a politician.
Can she say “yes”? Yes.
Can she give legal consent? No.
Is she mature enough to be able to give informed consent? I have no idea. It may be that she is. It may be that she’s not. I’m not sure it’s relevant, given that he was asked that question in a legal context.
Perhaps. It was years before his political career, so he was stating a belief, imho. Having been raised baptist, I know there’s a strong agreement that 12 or so is what they call “the age of accountability.”
So, he was saying “can.”

In most places there is now a “two year” rule that keeps teens from being charged with statutory rape for otherwise consensual sex.

That said, laws need to be passed to explicitly make camps civilly and even criminally liable for any sexual contact going on among the kids, regardless of "consent" or not. Otherwise it is the adults that are consenting, even if they aren't a part of the contact itself.

And that is what Lankford said in the deposition. Namely, an underage girl could give consent.
Then it seems most statutory laws look to see how old the boy or man is.
Then it gets real messy when say the girl is 12 and the boy is 13.

Yes after my wife and I offered to pay all expenses related to the pregnancy and delivery or adopt the child or let his daughter and grand child live with us. He was adamant that she get an abortion. After I found out that he was Catholic, I went and talked to his Priest and told him the entire story and asked him if he could help and he did try. The daughter did not want an abortion and her dad made the appointment, took her to it and she was more afraid of him than the abortion. She wanted the baby especially with our help. It was an awful time for all concerned.

The word “could” leaves things wide open. Anyone who says a 13 year old could never possibly give consent is a fool or a liar or both. Lankford answered the question honestly as asked, despite his erstwhile political shortcomings. Oh, and screw the AP.
Seems we need to arm 13 year olds to blow away sexual predators like U.S. Senator James Lankford who try to sexually assault them.

People forget that in the not to distance past.
A fair number of states had 12yoa consent laws and more had 15yoa consent laws.
Now that a lot have 18yoa consent laws.
People forget that some people have sex a lot younger.

Can every 13 y.o. make these decisions? - NO! 13, is too young for the average girl to make these decisions. but some are old enough at 13 to know whats what.
