At this point I'd put nothing past the US State Department to try and stir up crap in that part of the World. They pushed the 'Color Revolution' in 2014, and apparently they (we) have been funding BioLabs in the Ukraine for some time.
For whatever perverse reasons, we seem to be pushing for this war (and for its expansion), and if the State Department/CIA did something to stage this attack - I would not be surprised.

Geopolitically and strategically, such an action would be against their interests. That is a matter of interpretation.
Russia has been very bad at interpreting the geopolitical situation.
