Back in the day when we took government ethics seriously, it was incumbent on the official to avoid the appearance of conflict of interest. I guess those days are long gone.

These arrangements are fairly common between lobbyists and politicians—and the lobbyist can create phony records as needed.
When it comes to politics my experience is that there are no innocent coincidences.
Of course proving corruption can often be difficult if the parties are reasonably intelligent.
