Bowditch made it sound like Strzok’s behavior was simply a series of bad decisions, when it was outright treason.

You can get sued for what you write about an ex-employee, so bosses have to be very cautious about what they write, and the letters and documents often can't be read in a straightforward way and assumed to be telling the whole truth.

Organizations look out for themselves and their reputations. All the phony baloney Comey ethical compass stuff aside, if you're in the Bureau, you care about the Bureau, its power, its reputation, and its budget, and you aren't going to morally condemn another agent if it brings the Bureau into disrepute.
