Smart, dumb, IoT, doesn’t matter. The carriers have the data natively. IT’s how the network operates - nothing sinister.
No need for them to report. Just follow the phone as it moves around the network.
Geotagging with photo just proves Rodrigo has the phone ‘there’ when the pic was taken.

That tells you how successful your "tracking to within 10 feet really is..........LOL!
And an almost guarantee that within a year those phones will end up in the trash and the illegals will have their own phones via a friends and family plan.
Kinda like expecting the over two and a half million illegals who have entered this country in the past year and a half to actually show up for their immigration hearings........
Saw a news item this morning showing many illegals who’d crossed the border into Texas. Everyone carried a goody bag held by a drawstring. Wondered what was in the goody bags. I guess a cell phone is part of the answer.
Mine is old and scratched. The battery doesn’t last long. I’m going to Mexico and will sneak into the USA so I’ll get a new phone.
Crime pays. Obviously. And with OUR Tax Dollars!

The only reason anyone in government would want to track them, is if they wanted to give them more tax paid gifts, prizes and cash.

I caught a flight from San Diego to Charleston a few weeks back. Fully 1/4 of the passengers were “new looking” immigrants with red folders full of paper work and new smart phones. All 20-40 year old males.
So we can track them to deport them, right? Right!?!!
They probably have faraday pouches they keep them in when not in use.
They should plant chips in them and keep track of their social score. Oh wait, that’s us.
It is sinister. My point is that my tax dollars shouldn't be wasted on smart phones for illegal criminals - yes, they are criminals breaking into our home.
Put a dog collar on them with a tracking device, or inject them with a tracker bead like that is done with feral animals. Best thing would be to throw them back over the border or into the ocean. Sick of paying taxes that is mis-spent.
