New Twitter is a for profit privately owned business.
It is not meant to be a part of Government, although the Old Twitter was indeed one of the Govt’s tools and tentacles.

I’d add...as a publicly-traded stock...they paid zero dividends (the whole period since day one of operation). A number of companies are in the zero-dividend situation, but you expect growth on the yearly stock price.
Selling advertising slots? Based on bots in the mix? Having certain guests with significant followers who probably didn’t exist? Advertising was set to a fairly bogus scheme.
