If Pence had refused to do his job, the President Pro Tempore of the Senate at the time — Charles Grassley (I think) would have taken over and functioned as acting President of the Senate.

OK, and if he refused? IOW, you pretend Pence had some duty/mandate to certify the election because he doesn't have the authority to do anything else.

The truth is there's no Constitutional mandate for anyone to certify the election.

He had the authority to do nothing.

If Pence had refused to do his job,
It is not mandated/ his job to rubberstamp contested elections. You can't be that dense.
