President Trump should refuse to provide it.
It won't be up to Trump. The statute says that, if the Chair of the Ways and Means Committee requests the tax returns, the Department of the Treasury must provide them. Treasury has been holding off while Trump's challenge was in litigation. Now that the litigation is concluded, Treasury will comply with the Congressional request.

The IRS has them, and will turn them over, if needed.
