California should pay for this on their own. These storms have been occurring forever. This is nothing more than redistribution of wealth. The same goes for those that experience hurricanes on the east coast. Federal flood insurance is a scam that redistributes wealth to rich people who choose to live on the coast. There is a price that people should personally bear for their decisions.
