Tyre did everything wrong in a physical altercation with police - he yelled back, he struggled, he kicked, he ran. Its like his brain shut off and he was operating on pure adrenalin.
It doesn't justify his being beaten to death, and at this point, we don't know the justification for stopping him in the first place.
But like every major Police scandal there is - from Rodney King to Michael Brown to George Floyd - it began with a perp who refused to submit.
So how do you train police? Well, subdue the perp, especially if he fights you - "but not too much!"
Or if they resist, just let the perp go?
What did they do in the 70’s?
I wonder if the dude suspected these mutants weren't even real police officers, and were there to rob/carjack him.

When cops shoot, it’s because you are risking serious harm to them or others, and they shoot for center mass. They keep shooting until you stop doing what it is to cause them to shoot. If you die after that, you were shot to death.
When cops hit, it’s because they want you to be still, and they hit you until you are. If you die after that, you were beaten to death.
That’s all this was.
And ended with cops that didn't stop excessive force even long after the perp was more than subdued.

I remember watching cops and there were plenty of times the cop would be on the perps back, and he would be laying on his arm unable to get it behind his back. Meanwhile, they keep yelling, stop resisting. He didn’t deserve the beating he got. I’m just thankful you didn’t decide to be a cop
