I read a a translated summary of Putin’s speech to his “congress” yesterday and to me it seemed mostly about domestic matters, sort of a state of the nation. He did say since NATO (US) intends to destroy Russia he would suspend START.
Putin has lost his “special military operation”. He lost when he failed to take Kyiv in the early days of the war.
