Not flamboyant = not in your face in the gay thing = palatable to many people. Not handsome but decent looking and presentable. I actually think he has a pleasant speaking voice. Has the lib credentials of spewing BS with great confidence. Also smug and self-righteous. But, at the bottom of it all, I’ve really come to the view that the Secretary just isn’t that smart. Not as dumb as the Vice-president, mind you. And certainly not as dumb as the president, whose baseline was “stupid” before he ever got dementia. But just plain dumb as a post.
This is no time to rail against government incompetence.
He was probably thinking about the train he pulled last night.
