Why should anyone have honored a promise made under duress? The Minsk accords were little more than a promise to an armed robber that Ukraine would turn over the rest of its country later on.

He broke the promises of the 1994 Budapest memorandum that he himself ratified in 2004 promising to respect Ukraine’s borders.
