In Virginia the County Registrars are supposed to purge the rolls of deceased voters continually, by among other things, using the Social Security Death Index. Not all people who die are social security recipients, and I would guess that younger people’s deaths do not get reported to the SSA, at least not promptly.
19,000 across the entire state is not that many. However, I hope Youngkin bores down on WHERE this wasn’t happening (could it be Democrat-run cities?), and require replacement of any local Registrars not doing their job. Other problems are likely rife in the same places.
I am fairly certain that when a death certificate is issued in Virginia, that state agency reports the death to the SSA.
