Its called BLOAT

The US military has about forty-four 4-Star Generals.

Last time we had that rank density was April 1945, when we had four 5-stars and thirteen 4-stars. And that’s when 12 million men were under arms.

Of course, generals don’t fix submarines, but its indicative of a highly bloated, highly political, and needlessly expensive bureaucracy. The DoD is just another very expensive progressive/left jobs program.

No, it isn’t that. It is that there are not adequate facilities to perform maintenance. Not a money thing, as far as I have heard. It is capable facilities...and a lack of qualified labor.
