The 26th Amendment was ratified in three and a half months.
In general, it is slow (or even fails altogether), but you are correct about the 26th. The idea that one could be drafted but could not vote was easy to understand.
Except, of course, Queen Jill - who will burn the White House down before allowing anyone to take away her throne.
