I absolutely bow to your wisdom that the CIA and our other govt agencies lack the expertise to carry out a successful deception operation to coverup the death of a General who was where Congress would not have overtly approved him to be, in the interest of national security.

The media lie so we can assume that every NATO soldier, who officially died in accident, actually was killed in Ukraine. That's the Peeper “logic”.
There are 2 main reason why this story is bullshit.
1. There's no need for any NATO generals in Ukraine. These days you can do that job sitting half the world away.
2. Rus nazis have been producing tons of fake news. They “destroy” a NATO command center in Ukraine at least twice a month. They killed every Uke soldiers at least twice. Now they are fighting “NATO mercenaries”. Meanwhile liberating oppressed Russian speakers, destroying the “US Nazi bio weapon labs” and so on.
