It is serious, and bad things are already happening. Killing cattle, closing farms, etc., for climate change. Food production is just one thing they’re targeting.

It would likely be using military assets to monitor industries and agriculture for emissions.
Using spy satellites to monitor (closely) each and every activity of sectors of the economy.
Basically remote political commissars who would then direct actions against the targeted industry.
