All of the looters in the video are black, which is curious, because the mall is in Canoga Park, a high-rent district. The closest low-income black neighborhood is about 30 miles away.

My little bit of knowledge on this tells me its not local blacks.
Its illegal immigrant blacks from Haiti, or from Africa, brought over by criminal gangs for the express purpose of thievery and crime.

The larger problem here is that, as far as I can see, law enforcement is not tracking the markets for these goods. There must be online or flea market activity tied to each major heist.
The only thing the guvment has done to address any of the stolen goods laundry is to require eBay, etc. to file 1099s.
