All this does is encourage more hostage taking, everywhere.

The proper negotiation should be:

“Immediately release those hostages alive and well within 1 day. After that, for each day the hostages are not released, we will erase one of your most important assets, such as a military base, or your biggest refinery. If any hostage is harmed, we will remove 5 such assets per prisoner harmed.”
