Everybody steals all your stuff!
If they want to give away free stuff it would make more sense to just open up a food bank—at least then you are treating all residents the same.
Otherwise you are just rewarding the criminals and punishing the good citizens.
They will measure the profit of those who stole all the food. It’ll be huge.
Gimme a break. They’re complaining about 10 miles? If I want a head of lettuce, I have to drive 12 miles east or14 miles west to get to a grocery store with fresh produce. Sometimes the Dollar General 5 miles away has one. But never fresh meats.

If these stores are run by government, there will be nothing there that anyone wants to steal. Consider the stories of school lunches that the kids through away. Healthy but inedible.
That's what they should do. Ration cards for city residents.
