Western experts have repeatedly said that Russia's military in Ukraine has several key failings, including a fear of passing bad news or negative battlefield reports up the command chain to superiors.
Putin and his closest advisers "appear to have made little use of economic or military expertise," the report added. The Kremlin leader "has narrowed the funnel of information that reaches him" to cut out any voices that may have given contrary advice, including diplomats and ministers, the RAND analysts argued.
Moscow's war effort has also been plagued by reports of purging of Russia's top brass, and reshuffling of the commanders in charge of operations in Ukraine. The Kremlin removed the head of Russia's aerospace forces, General Sergei Surovikin, from his position in late August.

Analysts have said that the Russia expected to finish off its invasion of Ukraine within a week-and-a-half, making sweeping gains in the initial days of the invasion that started on February 24, 2022. But this failed to materialize in the face of what experts have called Ukrainian defiance that took the Kremlin by surprise.

I suspect this is true. We have the same problem with democrat presidents trying to run wars from the white house rather than letting the professionals run it. The process also gets fouled up when those ‘professionals’ become just political yes men. Again, both sides have that problem.

Okay, so why do you think Ruzzia didn’t win this war in ten days like most everyone (myself included) expected them to do?
There’s some truth to this. Despite Putin being constantly called “Hitler, “ he has been very cautious and slow to advance.
From what I understand many military leaders have been wanting him to send troops all the way to Poland and end the war already. I imagine he will be forced to eventually, but he seems committed to minimizing Russian casualties and avoiding escalation to bringing NATO directly into the conflict.
The resistance and resilience of the Ukrainians has been remarkable. If the Ukrainian had a government of patriots instead of having only somewhat less corruption than the Russians, the Ukrainians would be far more successful than they have been.
But the Ukrainians remember the Holodomor. They are fighting for survival. The Russians have been fighting to gain back territory they controlled in 1991. It has become a fight for survival of the Putin regime, not Russia or the Russian people.
Let's see... Nearly the 80% of Ukrainians believe Zelensky is responsible for the massive amount of government corruption in their country. He has suspended elections until after the conflict is over and declared himself a dictator just like Putin.
Putin's approval rating in Russia is around 80% and Zelensky is despised. Despite his indisputable evil ways Putin is a legitimate leader while Zelensky is a puppet getting his people killed in a NATO Proxy army in a war that few residents of Ukraine actually support.

Putin surrounds himself with yes men because the whole system is based on corruption: they do what he wants and he allows them to rip off as much as they want. Real generals would have told him he was crazy to invade Ukraine. But real generals never make it to the top. I am afraid we are getting to the same point: generals are advanced to meet the junta's political goals, not for military competence.
Putin also has a bargain with the Russian people: he takes what he wants and does what he wants but leaves them alone and at least provides a modicum of improved living standards. This is why he has a problem mobilizing more men and shifting more resources to war production: it would break that bargain and also endanger the looting by subordinates whose political support he needs.
