California big businesses need to report the CO2-exhaling illegal aliens they hire, also noting if their illegals use CO2-related transportation to get to work.
As a side note to this post, on top of California's alleged mismanagement of water resources, illegals also use water in drought-stricken California.

I would like to find a way to suggest such laws by states are unconstitutional - (the air is ubiquitous and fungible - not able to be controlled from any one place) - without tresspassing on federalism (i.e. states “rights”).
These businesses should all shut down/ Leave the state.
That was done in Venezuela 20 years ago. The wealthy paid the electric bill for the poor. And the Venezuelan govt would randomly cut the power to the wealthy just for spite.

Well...I’m in Oregon and the political witches..er... leaders here usually follow California’s every move.
