There seems to be an enemy identification problem. Hamas is the people from Gaza. It’s not some hypothetical standing army that follows supposed rules of modern warfare. Hamas is a political party. It’s social welfare organization. It’s an elected government. But most predominantly it hides behind all of those as terrorists. It is people who flow between their everyday lives and jobs to terrorism.
Israel cannot fight a war on terrorism. They have to fight a war on a people.
Safe passage to WHERE?

Evacuating two million civilians from Gaza doesn't seem very feasible, especially if it is supposed to be done in the matter of a few days. I doubt the Egyptians have the desire to take them in or the facilities in the nearby part of Egypt to house them.
