They don't. This is unconstitutional.

If Florida wants to declare independence and make these deals, fine.

It’s a bit of a farce. They signed “a memo”. The vast majority, not all, of this is so he can boost his campaign and appear presidential.

As far as I know, they can do them, as long as they’re approved of by Congress, and since limp-wristed Congress isn’t apparently vetting such agreements, states can now do them willy-nilly.

Since you missed that part of civics class, let me fill you in.

Governors strike state-level deals with foreign countries all the time.

From 2015:

Governors’ trade missions have uneven record of success (Seattle Times)

Multiple state governors are mentioned in this article.

He’s desperately trying to promote the Global Statesman image.

He was bragging about supplying Israel with armaments, a claim that was rebuffed by the Israelis themselves.
