The district said it wanted to solve the problem that non-white students were suspended too often, according to Oregon Public Broadcasting.
“Black, Native American, and other students of color are referred out of class significantly more often,” the district’s Collective Bargaining Team said in a letter to families last month.
“Students receiving special education services also bear the burden of disproportionate discipline. This ‘discipline’ is far from the root of the term ‘discipline’: to instruct, train, and educate,” the letter said.
The new collective bargaining agreement requires that when a student exhibits “continuous disruptive behavior,” a “support plan” must be developed that can go as far as detention.
The mix of factors to consider to develop just the right approach includes “the impact of issues related to the student’s trauma, race, gender identity/presentation, sexual orientation … and restorative justice as appropriate for the student.”

Sounds like they are making a good case for complete racial segregation in public schools.

Sad to say, methinks that you may have the only viable solution. No sane parent allows their child to attend a left-run ‘publik skool’. Get ‘em outta that cess pool. Make sure your school has NO Eddikashun Union slime.
Its odd that disciple policies are apart of a union contract. It’s either an attempt by teachers to impose their ridiculous ideology on the school district or to be exempt from being blamed for chaotic classrooms that are sure to follow. I would bet the classrooms are a zoo already.

Hmmm, ‘twould appear to me that the left has only one solution to every problem: Lower whatever standards are associated with that problem. They never have and never will come up with any workable solutions to anything. Whwn will we conclude that is is THEM that we cannot tolerate. And then do something about it?

This is illegal, wrong and unconstitutional. But who’s going to arrest them and prosecute them? The “justice” system is as corrupt as the politicians who set up this madness.

They do this in Chicago already. I set up a system for a company (non-profit, hehe) that administers these programs in Chicago Public Schools.
I had to shower after talking with these people, and I was SO GLAD to not be setting up systems for Non-Profits.
You want to talk corruption? NGOs and Non-Profits. Hell, MasterCard was a not for profit company at one point. They were a client once.
Since schools receive their funding based on butts in seats, avoiding suspensions for bad behavior is in their financial interest. Throwing race into it is a way of sugarcoating the resulting chaos. Parents of kids who know how to behave and want to learn need to get their kids educated elsewhere since Portland and its teachers have declared that itheir prime concern is for the kids who disrupt the class.
As for “Students receiving special education services also bear the burden of disproportionate discipline.” This is nonsense. Special Ed students have IEPs (Individualized Educational Programs) which makes them virtually immune to any serious discipline without a semi-legal procedure where attorneys can be present. Special Ed kids are by federal law guaranteed an education, unlike say normal kids in the district.
What happens is the protected class get put on an IEP, and are not allowed to be disciplined. Then the non protected kids leave the district, and the district sues private schools for inequity.
SPECIAL ED KIDS ARE ALSO KEPT IN SCHOOL UNTIL AGE 22.
