It wasn't clear if the question and her response were based on parent's right to refuse to let their children get their parts chopped off, or the government's so-called right to allow the children to get the operation regardless of what the parents want. The context is important.

Assuming the latter, the government should absolutely forbit it, but that's not what's happening in some states.
