Only about 2% of the $750 per month was spent on alcohol, cigarettes, or drugs, Henwood said in an interview with the Times; the majority of that money was spent on cigarettes."

The rest of the money they just squandered.

$15 a month spent on alcohol, cigarettes, or drugs?
They must have been very selective when choosing those people.
This “study” is of dubious use—”The participants self-reported how they spent the money.” There was no tracking of EBT type transactions. The conclusions were based on those self-reports, likely inaccurate and not easily verifiable data.
Regarding the cigarettes, most of the 2% of the $750 was spent on cigs. That’s $15. Sounds low, to me, that is, likely way under-reported, but it might be they spent their other money from other sources first and then spent the “basic income” for cigs, etc.
If by cigarettes they mean e cigarettes, vape pens... then it was drugs. They fill those things with drugs now. Everywhere you go it smells of skunk.
