I’ve got no problem with this. Why raid a place with a squadron of armed cops if you can simply call the owners/operators and ask them to cure any violations? If they don’t fix them, you can always just lock the doors in the wee hours (NY Bars can be open as late as 4 am) without having to harangue the patrons.
