This is what early warning is for. Your ICBMs are targeted by incoming threats, you have to launch them. How could you not? They are your deterrent.

all those elite bunkers are a place where the mob KNOWS has supplies and food. Even on an island, jungle or wherever…… they’ll be the first to go after the cities devour themselves.
