Probably another “Project Loon” balloon (they Used to belong to Google, now under contract to the Department of Defense, for domestic spying.)

For a change they seem to have turned the transponder off, so it can’t be tracked by ASD-B systems. Most of the “Chinese spy balloons’ that have occasionally gotten everyone excited every few months for the last year are actually ‘Loon’ ballons under control of US-DOD.

Good find, But those are tethered, low altitude Border Patrol Surveillance balloons; part of JoeBama’s pretending to actually do something to secure the border.

I think (but don’t know for certain) that they are talking about something higher and farther north.
