I think it was pretty definitely Ukraine. These men were low-level Islamic fanatics who were recruited by somebody affiliated with the Telegram feed of a radical imam. But they weren’t true long-term ISIS members, and instead were paid by somebody to carry out an attack on behalf of ISIS. ISIS is very happy to take all the “credit” for it.
Supposedly these men trained for a month somewhere and were then sent out to carry out their terrorist act. They were probably expected by their handlers to die in the attack, which explains why the escape was so badly organized. But they lived and headed for the one place they knew or was associated with their handlers: Ukraine.
They came from Belarus and were heading back, the same way, when captured, not toward the heavily defended Ukraine border and 100 k of occupied territory.
