When I worked on the Hill 40 years ago, there was a story that I heard, but I did not verify.
A freshman Member asked to be appointed to the House Transportation Committee. From the outset, he lobbied for a new (bypass) road to be constructed through a wilderness area from one side of his state to the boundary on the far border.
After a period of years, he worked his way up to the leadership of that committee and with the aid of the governor of that state, pushed publicly for US Senate approval and appropriations. It passed.
It was later learned that the Member had purchased a 100 yard width of land down the middle of this proposed highway from one end of the state to the other.
Retail and service businesses were more than happy to take advantage of the opportunities to expand their operations by renting or purchasing ground from the newly retired Member of Congress.
