Speaker Johnson Unveils Scheme to Bring Ukraine Vote to House Floor

Speaker Mike Johnson (R-LA) unveiled a gambit to burst a legislative logjam and unleash a four-vote flood including a standalone vote on tens of billions in American taxpayer aid to Ukraine.

The plan appears to exploit the sense of urgency in Congress for sending aid to Israel in the wake of Iranian missile attacks in a scheme to bypass Republican animosity towards continuing to fund Ukraine’s war against Russia.

Johnson unveiled his plan to his colleagues during a Monday night House Republican Conference meeting. His plan is to hold a single vote on a rule — the product specifying which legislation heads to the House floor as well as time and amendment considerations — which, if successful, would unlock four separate votes on aid to Ukraine, Israel, and Taiwan as well as a TikTok bill.

The rule only needs majority support on the floor to pass. If it does, each of the four pieces of legislation would only need majority support as well.

The move would enable Johnson — once an ardent foe to continued American subsidization of Ukraine who has flip-flopped to adopt a fervency for more funding — to avoid passing yet another bill under “suspension of the rules.”

Most recently, in March, Johnson ushered through a $1.2 trillion spending bill under suspension — a process that requires two-thirds support but can enable a speaker to pass bills opposed by a significant chunk of his own party. Johnson passed that spending bill over the objections of the majority of Republicans voting against it, violating the informal Hastert Rule that a Republican speaker not bring forward legislation unless the majority of his conference supports it.

I LIKE the idea of four separate bills.

These ideas should each stand on their own.

Each congresscritter should be separately on record for each issue.

I like this approach. No hiding the banana.

I would support future Speakers who are NOT House members. Nearly all of them are compromised, and those who aren’t are unelectable as Speaker.

The House passed HR2 in May 2023. It is a comprehensive bill for the border including finishing the wall. I've read it. It's a great bill.

It went to the Senate. It sits on Schumer's desk. He won't bring it to the floor for a vote.

Go after the Senate to bring it to the floor for a vote.

Nothing Johnson can do...it's the Senate you're after.

The White House is set to approve an $18 billion arms sale to Israel including several dozen F-15 fighter planes. It would be the biggest arms sale by Washington to Tel Aviv since the start of Israel’s war against Hamas on October 7. The arms handout has been under consideration since the United States received a formal request in January 2023.

Speeding up the delivery was among the main requests from Israeli Defense Minister Yoav Gallant when he visited Washington last week. Gallant held talks with U.S. officials including Biden’s National Security Advisor Jake Sullivan and Secretary of Defense Lloyd Austin. The F-15s need to be built and would not arrive in Israel for several years. Israel wants to increase its air power not just to fight Hamas but to deter the threat from Iran and its Lebanese proxy Hezbollah.

The military package includes a large number of F-15 aircraft, aircraft munitions and support services, training, maintenance, and many years of contractor support during the lifecycle of the aircraft, which could be up to two decades. CNN reported that the agreement may include up to 50 F-15s.

President Trump mentioned the possibility of turning tax dollar billions for Ukraine into a “loan. “

Rotflol......Zelensky knows that routine. Its already been tried.

Few years back, billions more of our tax dollars to Israel were handed out———designated a “loan.”

But Israel got its lobbies to manhandle Congress.

The battered, bruised Congress sap-happily passed a law turning the “loan” into a “gift.”
