There was a blurb in the Wall Street Journal about a year ago. Somebody had done a study on improving safety of airplane fuel tanks. Since they expected about one explosion in twenty years, it was decided that it didn't make sense to tinker with the fuel tanks. This, of course, doesn't help those who went down in TWA 800.
It will be interesting to see if anything is done with Airbus tails.

I reckon that little things, like explosions being reported from several witnesses, just simply cannot be part of the problem.
