Except for this one sentence , hidden inside the article "In fact, the rules that established the school do not permit the cyber school to maintain a fund balance" I would think these folks are idiots for returning the money.

There also are political reasons for returning the cash. The cyber charters in PA have been under fire from the teachers unions and factions of the education establishment as teaching jobs are at stake in the long run of public cyber education. One of the larger cyber charters, Einstein or some such name, caused quite a brouhaha over mismanaged money and left many families disillusioned. Many of the school districts are collectively sueing and/or starting their own cyber charter. By returning the money the susq cyber is smoothing ruffled feathers and building foot bridges to the districts.

I think it is excellent P.R. on the private school's part.
The natural question is why the other schools do not have
left over money.
It may be part of a bigger plan to gradually push public
opinion to fund more of these type of schools.
