If they were lowering the "package", it's not a bomb. Those need to be attached to a bridge support to do any damage.

Depends on where you lowered it... Underwater for example makes it much more destructive (I believe...).

Unless it is loaded with jet fuel and they are thinking they can burn it down...May not cause much damage, but on a bridge full of people it may cause panic or injury (or both of course).
