Portland police defend use of less-lethal force

PORTLAND, Ore. (AP) -- Portland Police defended the use of rubber bullets during the demonstration against President Bush's visit Thursday, saying officers fired them at specific people committing crimes in compliance with police policy to protect officers in danger.

Yet one type of munition is designed to hit the ground, bounce and strike several people to move a crowd -- an apparent contradiction to the bureau's own recommendation on less-lethal force after the May Day 2000 riots.

"No less-lethal use of force is used to disperse crowds or is deployed at a crowd," the recommendation states.

Portland Police Chief Mark Kroeker and Assistant Chief Greg Clark, the incident commander during Bush's appearance at a Republican fund-raiser at the Hilton Portland, dismissed much of the criticism Friday. They commended the bureau and the four assisting police agencies for helping them achieve their goal of protecting the president without serious injury or property damage.

"When we're dealing with a presidential visit, we have to draw very definite lines, and if people cross them, we have to react," Clark said.

Clark said police fired the rubber munitions, which he described as more accurate than beanbag shots, to protect officers in a car protesters were hammering with signs.

Two Portland officers fired rubber sting-ball rounds from 37 mm single-shot guns at the people who had leaped onto the car, their police reports said. A third officer fired a rubber baton, or projectile, from a Sage gun at a protester who was about to hurl a cylindrical object at police, the report said.

The rubber sting-balls are generally fired at the ground, then bounce in a skip-shot and can strike several people during their flight, officers said. The Sage gun projectiles are considered target-specific. Police are instructed not to fire a Sage gun at a target less than 10 feet away; no minimum is set for the sting-ball shots.

"They followed the rules of engagement," Clark said. "It was an officer rescue. Those were not used for crowd dispersal."

Many people protesting are looking towards an idea as old as Ernest Callenbach’s book 'Ecotopia' in which the Pacific Northwest leaves the Union to form an ecological centered country named "Ecotopia."

We will claim what few have had the guts and courage to claim: OUR FREEDOM, OUR LAND, THE NW FREE-STATE!

Neither the protesters, nor the Portland police, are worth cheering for. They occupy opposing sides of the same coin. Communists on one side and fascists on the other. It is entertaining to see them beating on each other, but ultimately it is those of us who value liberty that are the losers.

LOL! I noticed that too. Actually I am not surprised Indymedia in Portland pulled this.

People this alienated and toxic to the point there is little reasoning with them are hard to deal with, even for Indymedia.

I have a deal for ya; you get your rubber bullet gun and I'll take either my 12 ga, pistol grip pump using 00 buckshot and solid slugs or my Ruger Mini-14 .223 with a 90 rd drum magazine...

We'll see which one of us survives... :o)

I presume you saw the video taken by the news organizations. Neither the Portland police, nor the stinking commie/greenie protesters are anything to cheer about or support. Both are a threat to liberty, and you live close enough to Portland to know that. You might recall that the Portland police are the self-same ones who couldn't find the gumption to even ask questions of the arab/islamics non-citizens in this area after September 11th. Yet, they have no problem executing military operations against sick elderly people with assets who might be growing marijuana in their basement.

Mark my words, the commie protests and the techniques the police develop for use on them will eventually be turned against decent people who have the gumption to stand up for the constitution.

Yup. And, now that they've added a few new laws, the black-clad storm troopers with their "non-lethal" technology is exactly what we'll face if we dare to challenge the authorities over something like Klamath again.
