If Bush presents his case to a televised joint session of Congress, there is no way that Daschle can refuse a debate and vote on Iraq. If he does, he risks coming back after the mid-terms with about 7 fewer Democratic senators.
GWB has Daschle by the shorthairs. Every time Daschle delays or prevaricates, it helps ensure a GOP senate.

Daschle wants to wait until after the election to hold this debate. No doubt Saddam supports that idea. However, when Bush asks them to debate it (soon, probably), then Daschle's in a hole. He can't say yes, and he can't say no. He's simply squashed by events.
Any bets on when Bush asks?
