If Bush presents his case to a televised joint session of Congress, there is no way that Daschle can refuse a debate and vote on Iraq. If he does, he risks coming back after the mid-terms with about 7 fewer Democratic senators.

Perhaps this is what Bush needs to do then. Treat them the same way he treated the UN.

I hope the president will go to Congress via televised joint session. The Speaker of the House "owns" the chamber, so there is no problem there. I am guessing that the Administration wants to wait about one more week or two to maximize the effect.
