Quite the contrary. Anthrax spores are tough as nails and last well over 100 years, even in poor environments. It took three treatments with ClO2, one of the nastiest gases available, to clean the Senate office building.

England tested anthrax on a small island during WWII. It took decades and tons of bleach to kill it off. It's still not safe. If Ritter says Anthrax only lasts three years, he's toast. This is so easy to shoot down.
