Bombing and embargo has contributed to more than over 1,000,000 deaths in Iraq - Who said it?

We've been told since 911 that we, the US, are to blame for bin Laden turning against the US. That we caused over a million deaths in Iraq with our bombings and embargo.

Which congressperson said this on the House floor shortly after 911:

It is during this time bin Laden learned to practice terror; tragically, with money from the US taxpayers. But it wasn't until 1991 during what we refer to as the Persian Gulf War that he turned fully against the United States. It was this war, said to protect our oil that brought out the worst in him.

Of course, it isn't our oil. The oil in fact belongs to the Arabs and other Muslim nations of the Persian Gulf. Our military presence in Saudi Arabia is what most Muslims believe to be a sacred violation of holy land. The continuous bombing and embargo of Iraq, has intensified the hatred and contributed to more than over 1,000,000 deaths in Iraq. It is clear that protecting certain oil interests and our presence in the Persian Gulf help drive the holy war.

Did we cause bin Laden to be against us because of this?

Did US taxpayers give bin Laden money?

Former Secretary of State Madeline Albright. But she said it's worth it. In the grand scheme of things, it's not that big a deal. After all, we in the U.S. kill that many of our own children every year.

I hear this "millions of dead Iraqis" line all the time...but I can't figure out
  1. Is it true ? and
  2. If true, why is the U.S. to blame ?
Hasn't Saddam Hussein been building multiple, luxurious palaces and mosques for himself, isn't he giving thousands of dollars of Iraqi money to the "martyrs" of Palestine (homicide bombers). Do we not send over foodstuffs and medicine for the civilians in Iraq ? Where are all those supplies going ?

It has been pointed out that the Kurds, who are the last in line to get any goods that might have made it through a blockade, are thriving and not dying. So if Iraqis are dying the reason is obscure.

Bib Laden doesn't care a whit for Sadaam's anti-fundamenatalist secular regime.

Bin Laden is against US because of the liberal elements of Western society reflected in things like Hollywood, HBO, MTV, etc. Ironically most fundamentalist Muslims respect true-to-the-Book Christianity.

Summary

Since the end of the Gulf War, Saddam Hussein has directed and sustained a multi-billion dollar palace construction program while pleading that the UN sanctions keep him too poor to feed and provide health care for his people. While he keeps Iraq's hospital shelves bare and shows them to journalists, Saddam restricts access to the new and ornate palaces to himself and his chosen admirers of any given moment. Moreover, Saddam fits out these monuments with the finest foreign materials — from golden plumbing to the finest European marble and crystal chandeliers — smuggled in despite the embargo that Baghdad propaganda falsely claims blocks the import of food and medicine.

Saddam Hussein pays for these palaces with that part of the Iraqi national wealth that he has managed to keep under his control and out of the UN's mandatory oil-for-food program. Through that program, the UN controls how Iraqi oil revenues are spent and compels the regime to invest Iraq's oil wealth for the benefit of its people. But every day that he remains in power, Saddam lets his favored supporters steal hundreds of thousands of barrels of oil from the Iraqi people to enrich themselves, in direct violation of UN resolutions.

Most Iraqis and the few foreign visitors to Iraq only get to see the outer walls of Saddam's monuments to his glory. This report provides satellite images that allow Iraqis and the rest of the world to see better how Saddam Hussein spends some of the money that he is able to steal from the national wealth of the Iraqi people.
