Huntington Beach proposal would allow it to mail ads to residents marketing businesses that join the credit-card program.

Would you sign up for a city credit card if it meant you would get advertisements from participating local businesses?

To persuade residents to sign up for the card, businesses would agree to give discounts to card users.

Isn't this the same sort of stuff the Mafia does?
