White minivan towed away; not known if linked to sniper

RICHMOND, Virginia (CNN) -- Police looking for the sniper who has terrorized the Washington area for nearly three weeks picked up two men for questioning Monday but had not made any arrests, a federal law enforcement source said.
The first man was in a white minivan -- witnesses described it as a Plymouth Voyager -- that had pulled up to a pay phone at an Exxon gas station in Henrico County in east-central Virginia. The station was one of several locations police had under surveillance, sources said. (Gallery)
The second man was picked up "in the vicinity," a source said.
The men were picked up without incident, based on information that "some people of interest might be in that area," the source said. Police took both men to the Henrico County Jail for questioning.
It was not known whether they are connected to the sniper shootings, which have killed nine people and wounded at least two since October 2.
The sniper may be responsible for a 12th attack, too -- the Saturday night shooting of a 37-year-old man outside a Ponderosa Steakhouse in Ashland, Virginia. Investigators found a letter behind the restaurant, which one source close to the case said contained "significant content."
Sources said a person called the investigation tip line after the shooting and said there was a note for police in the woods near the Ponderosa. The phone call was traced to a location in Richmond near where the man with the minivan was picked up Monday.
Sources said the note indicated a possible demand for money.
Montgomery County, Maryland, Police Chief Charles Moose, who is heading the sniper investigation, issued a brief, cryptic statement Monday. "We are going to respond to a message that we have received," he said. "We will respond later. We are preparing a response at this time."
