I think they'll find a way to pass it, might take a couple years/ more shootings. Won't solve many crimes but it can be easily expanded to effectively register all firearms owners, or make those who refuse criminals.

It doesn't need to be expanded to register owners. It does register owners. When they register the recovered bullet and shell casing, the owners name is on the list. They don't give a damn about the "ballistic fingerprint". They know it's crap, they just don't care because the list is what they want.
