The "toons" kept the wraps on the TWA 800 SAM terrorist attack. It was a top-down order from the Executive branch to cover this debacle: Muddy the waters w/the US Navy to take the blame.

Btw, the Navy does not conduct surface to air, live firing, or any sort of live ordnance expenditures in the OpArea off the coast of southern Long Island. Use logic if one doubts. The air space in and around the Tri-State area is consistently jammed w/comair.

Vacapes, several hundred miles south and east of the Virginia/Norfolk coast is where these tests and training occur.
