If we are to torture terrorists, we need to make sure we establish safeguards so that any potential "President Hillary" can't use this power to torture members of a suspected Vast Right Wing Conspiracy. But otherwise, break out the thumbscrews and the rack for the likes of Osama.

Don't torture them!
Just put them on continuous IV infusion with a lot of Versed IV and morpine in the infusions mixture.
In a few minutes, they will feel great, warm and ready to discuss anything.
Afterwards, they will not remember anything that they sang about, like a Caruso Bird while under the Versed IV/morphine.
Then, if they were really evil which they tell about under the Versed/morphine, you then feed them to hungery Russian wild boars after the Versed/morphine has worn off.
